EFFECT: (1) Provides that workers employed by an embedded contractor are a skilled and trained workforce.

(2) Provides that an embedded contractor is a contractor that has maintained a contract with a high hazard facility for at least ten years prior to the effective date of the bill and has maintained an experience modification factor under one.
