EFFECT: Restores the prohibition on access to judicial discretion if a tenant is served three or more fourteen-day pay or vacate notices within a previous twelve-month period. Removes the authority for tenants whose primary source of income is regular, monthly governmental assistance received after the date rent is due to propose a new rent due date no more than five days after the original due date, and removes related options for landlords and tenants if assistance is received after five days from the original rent due date.
