Requires a financial institution that issues payment cards to: (1) List a phone number on its web site for cardholders and merchants to report suspected incidents in which payment cards are used for fraud or have been stolen; and

(2) Have employees or contractors available during business hours to receive phone calls to provide assistance to the cardholders or merchants.
