Allows the following employees a one-time, irrevocable opportunity to opt out of participation in a retirement plan: Employees with no prior service in one of the retirement systems who are age sixty or older when newly hired into a public employees' retirement system, school employees' retirement system, or teachers' retirement system position.

Provides that this act is null and void if appropriations are not approved.
