Permits the possession, sale, and manufacture of spring blade knives.

Provides that spring blade knives are not considered dangerous weapons.

Prohibits spring blade knives from being possessed on the premises of schools, jails, courts, public mental health facilities, licensed liquor establishments, and airports.
