EFFECT:   Exempts original manufacturers who have an agreement with an authorized repair provider to repair the original manufacturer's digital electronic equipment from being required to provide parts, tools, and documentation on fair and reasonable terms to independent repair providers for the diagnosis, maintenance, and repair of digital electronic equipment.
