| EFFECT: Specifies that the new authorization for a gas company to meet its obligation to serve by serving thermal energy through a thermal energy network, with approval from the Utilities and Transportation Commission, may only be petitioned for by a gas company, and applies only where customers have access to the thermal energy network. |
