On page 4, after line 36, insert the following:

"(b) For the purposes of RCW 70A.65.210 and in the context of linkage throughout this chapter, "department" means the department of agriculture."

EFFECT: Authorizes the department of agriculture, through its director, to enter into and execute linkage agreements with other jurisdictions with greenhouse gas emissions trading programs.
