On page 8, line 5, after "per month" strike "on average over the preceding 12 months" and insert "for any six months of the calendar year"

On page 8, line 8, after "within" strike "one year" and insert "two years"

EFFECT: Exempts dealers with sales volumes of less than $1,000 per month for six months of the calendar year from the security, surveillance, and reporting requirements of the act.

Requires dealers who previously operated under the sales threshold and subsequently exceed it to come into compliance with the act within two years rather than one.
