On page 6, beginning on line 11, after "hospital service," strike all material through "district" on line 12 and insert "and emergency medical services; and

EFFECT: Clarifies that the assessment of necessary mitigation is limited to local fire services, public hospital services, and emergency services. Clarifies that there must be an assessment of any impacts of any other junior taxing districts.
