On page 5, after line 16, insert the following:

"(4) Rules providing standards may only be adopted after a pilot program has been established by the department to test the rule's effectiveness for injury reduction, ease of compliance, and affordability."

Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT: Requires that rules be adopted only after a pilot program has been established to test the rule's effectiveness for injury reduction, ease of compliance, and affordability.
