On page 1, line 20, after "chapter." insert "The board may not issue a finding of noncompliance based on a portion of a plan or regulation that was not included in the petition for review, as such a finding would violate due process of law."

EFFECT: Prohibits the Growth Management Hearings Board from issuing a finding of noncompliance based on a portion of a plan or regulation that was not included in the petition for review that initiated the review process.
