EFFECT: Removes from the definition of "covered jurisdiction" political subdivisions which, within the previous 25 years, have been subject to a government enforcement action, court-approved consent decree, or a settlement in which the political subdivision conceded liability based on a voting-related violation of law or a finding that the political subdivision engaged in a pattern, policy, or practice of discrimination against members of a protected class.
