EFFECT: Removes from the definition of "covered jurisdiction" political subdivisions which, within the previous 25 years, have been subject to a court order, government enforcement action, court-approved consent decree, or a settlement in which the political subdivision conceded liability, based on a violation of the federal Voting Rights Act, the 15th Amendment to the United States (U.S.) Constitution, or any voting-related violation of the Washington Constitution or the 14th Amendment to the U.S. Constitution.
