| EFFECT: Removes from the definition of "covered jurisdiction" political subdivisions which, within the previous 25 years, have been subject to a settlement in which the political subdivision conceded liability based upon a concession that the political subdivision engaged in a pattern, policy, or practice of discrimination against members of a protected class in violation of the law.
