EFFECT: Makes a political subdivision a covered jurisdiction subject to the preclearance requirements under the act if that political subdivision was found to have enacted or implemented a covered policy without first obtaining preclearance while designated as a covered jurisdiction, within the previous 10 years, rather than within the previous 25 years.
