| EFFECT: Removes the requirement for covered jurisdictions to first obtain a certification of no objection to a covered practice from the Attorney General prior to implementing or adopting the covered practice, and instead authorizes the Attorney General to institute an action in superior court to enjoin a covered jurisdiction from implementing the covered practice. Removes the cause of action for an aggrieved party to challenge the Attorney General's certification of no objection to a proposed covered practice and to compel a covered jurisdiction to obtain preclearance prior to implementing a covered practice. Removes provisions that provide a four-year safe harbor from actions against a covered jurisdiction based on the same covered practice for which a certificate of no objection was issued or that a court on appeal upheld. |
