EFFECT: Removes from the definition of "covered jurisdiction"

political subdivisions which, within the previous 25 years, have

been subject to a settlement in which the political subdivision conceded liability based on a violation of the state or federal Voting Rights Act, or other voting-related violation of the federal or state constitution involving discrimination against members of a protected class.
