EFFECT:

Makes a political subdivision a covered jurisdiction subject to the preclearance requirements under the bill if that political subdivision was subject to a court order, government enforcement action, court-approved consent decree, or a settlement in which the political subdivision conceded liability based on a voting-related violation of law or a finding that the political subdivision engaged in a pattern, policy, or practice of discrimination against members of a protected class in violation of the law, within the previous 10 years, rather than within the previous 25 years.

Makes a political subdivision a covered jurisdiction subject to the preclearance requirements under the bill if that political subdivision was found to have enacted or implemented a covered policy while designated as a covered jurisdiction without first obtaining preclearance within the previous 10 years, rather than within the previous 25 years.
