On page 4, line 7, after "practice" strike all material through "process" on line 11 and insert "that is facially discriminatory. A court may find that a political subdivision is in violation of this section only upon a finding that the challenged election policy or practice is facially discriminatory and has been in effect for at least 10 years."

EFFECT: Restricts when a court may find that a political subdivision is in violation of the prohibition against the abridgment of voting rights to circumstances where the court finds that the challenged election policy or practice is facially discriminatory and has been in effect for at least 10 years.
