On page 2, line 5, after "(2)" insert "The discussion required under subsection (1) of this section and the recommendations required under subsection (3) of this section may not include the adoption of a consent-based reporting standard. For the purposes of this subsection, "consent-based reporting standard" means, before professional school personnel, or other individuals designated as mandatory reporters, report an incident of sexual assault to the department of children, youth, and families or the proper law enforcement agency as required by RCW 26.44.030, the minor child who is a survivor of sexual assault must consent to reporting.

Renumber the remaining subsections consecutively and correct any internal references accordingly.
| EFFECT: Prohibits the collaborative discussion led by the Legislative Youth Advisory Council (LYAC) about the requirements for mandatory reporting of child abuse or neglect, and any recommendations the LYAC has for amending these laws, from including the adoption of a consent-based reporting standard.
