| EFFECT: Allows a county or city to directly require the sponsor or managing agency of an emergency shelter or indoor emergency shelter to complete requirements relating to notification, community meetings, points of contact, and operational policies and procedures (instead of requiring the sponsor or managing entity to certify that the requirements were met). Removes the prohibition against the county or city from requiring additional certifications or asking the sponsor or managing entity to repeat or revise any of the items on the submitted certification.
