AN ACT Relating to the student to teacher ratio; and adding a new section to chapter 28A.58 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.58 RCW to read as follows:

          (1) Individual schools which have achieved a student per classroom teacher ratio less than is mandated in RCW 28A.41.130 for grades kindergarten through three through the use of teacher aides, parents, and volunteers whose primary duty is educational instruction of students shall receive a grant of .......... dollars per school for the purchase of books and educational materials to be used directly by students.  The grant shall be awarded annually.  This is an enrichment program and not part of basic education.

          (2) The state board of education shall adopt rules defining qualifications for the grant, application procedures, and award of the grant by September 1, 1986.

          (3) Each school which receives a grant under subsection (1) of this section, shall establish or use an existing advisory committee to determine how the grant money shall be spent.  The advisory committee shall include, but not be limited to, a parent, a teacher, and an administrator from the school receiving the grant.
