TO THE HONORABLE RAYMOND J. O'CONNOR, CHAIRMAN OF THE FEDERAL ENERGY REGULATORY COMMISSION AND THE OTHER MEMBERS OF THE FEDERAL ENERGY REGULATORY COMMISSION:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The State of Washington has a vital interest in its economic development, particularly in the areas of natural resources and the employment of its citizenry;
WHEREAS, The Kern River Pipeline Project to be constructed by Kern River Transmission Company is planned to extend from a point near Opal, Wyoming to various points within or adjacent to Kern County, California as more particularly described in the application filed with the Federal Energy Regulatory Commission as Docket No. CP85-552-000;
WHEREAS, Construction of the Kern River Pipeline Project would have substantial economic benefits to the State of Washington and its citizens in the form of reduction in fixed costs to utilities in Washington state served by Northwest Pipeline Corporation;
WHEREAS, The Kern River Pipeline Project can be constructed in a manner that is consistent with the environmental values of the people in the states through which the pipeline will flow and without adverse irreversible and irretrievable commitment of environmental resources; and
WHEREAS, The Kern River Pipeline Project will follow existing transportation corridors in its route;
NOW, THEREFORE, Your Memorialists respectfully pray that the Federal Energy Regulatory Commission grant a certificate of public convenience and necessity to facilitate the construction and operation of the Kern River Pipeline Project.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable Raymond J. O'Connor, Chairman of the Federal Energy Regulatory Commission and the other members of the Federal Energy Regulatory Commission.
