AN ACT Relating to the county road arterial program; making an appropriation; providing an effective date; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.     (1) The sum of seven million, five hundred thousand dollars is transferred from the motor vehicle fund to the rural arterial trust account of the motor vehicle fund.

          (2) The sum of seven million, five hundred thousand dollars, or so much thereof as may be necessary, is appropriated from the rural arterial trust account of the motor vehicle fund to the county road administration board for the fiscal biennium ending June 30, 1987, for the purpose of implementing and administering the program of financial assistance under chapter 39.79 RCW to counties for the construction and improvement of county major and minor collectors in rural areas.  This appropriation is in addition to any other appropriations to the county road administration board during the fiscal biennium ending June 30, 1987.

NEW SECTION. Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, and safety, the support of the state government and its existing public institutions, and shall take effect July 1, 1985.
