AN ACT Relating to child abuse prevention; amending RCW 28A.05.010; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that education and training programs can provide cost-effective preventive approaches to reducing the incidence of child abuse and neglect.

          It is the intent of the legislature to reduce the incidence of child abuse and neglect through an education and training program in the common schools.

 

        Sec. 2.  Section 28A.05.010, chapter 223, Laws of 1969 ex. sess. as amended by section 3, chapter 71, Laws of 1969 and RCW 28A.05.010 are each amended to read as follows:

          All common schools shall give instruction in reading, penmanship, orthography, written and mental arithmetic, geography, English grammar, physiology and hygiene with special reference to the effects of alcoholic stimulants and narcotics on the human system and the prevention of child abuse, the history of the United States, and such other studies as may be prescribed by rule or regulation of the state board of education.  The prevention of child abuse shall be offered as part of the curriculum in kindergarten through the twelfth grades.    All teachers shall stress the importance of the cultivation of manners, the fundamental principles of honesty, honor, industry and economy, the minimum requisites for good health including the beneficial effect of physical exercise, and the worth of kindness to all living creatures.

 

          NEW SECTION.  Sec. 3.     The sum of ninety thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1987, from the general fund to the superintendent of public instruction to train staff and provide programs of instruction on the prevention of child abuse for students in kindergarten through the twelfth grade.
