BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:

          THAT, An amendment is proposed to the Constitution of the United States of America, to add a new section to read as follows:

Article I,  section ...  LIMITATION ON AMENDMENTS.         Any amendment must be germane to the bill and no amendment may change the scope and object of the bill.

 

          BE IT FURTHER RESOLVED, That the legislature of the State of Washington petitions the Congress of the United States, pursuant to Article V of the Constitution of the United States, to call a convention for the sole purpose of proposing the above amendment to the Constitution of the United States, the convention to be composed of two representatives from each state appointed by the respective state legislatures.

          BE IT FURTHER RESOLVED, That certified copies of this joint resolution be forwarded by the Secretary of State to the Administrator of General Services of the United States, to the presiding officer of the United States Senate, and to the Speaker of the House of Representatives of the United States.
