BACKGROUND:

 

The reduction of the federal role in housing has necessitated the states taking a more active role in the area of housing.  The demands of this role are requiring new approaches to meet the changing housing needs.  These demands require an examination of housing roles by all levels of government.

 

The increase of state developed housing policies is an outgrowth of the reduced Federal role in housing.  The collection of data on housing needs, market analysis and trends, and existing policies and programs is an important task.  This is necessary for the development of a comprehensive approach to meet the housing needs of the population as a whole as well as special housing populations.

 

SUMMARY:

 

SUBSTITUTE BILL:  This measure establishes the Washington State Housing Advisory Commission.  The commission consists of twenty-one members selected by the governor and the legislature for two year terms beginning July 1, 1987.  Commission composition consists of eight legislative members, twelve public and private sector housing providers and the director of Community Development.  Non-legislative commission members are selected based on their expertise in housing throughout the state.

 

The commission acts as an advisory body to the Housing Committee of the House of Representatives and the Commerce and Labor Committee of the Senate on the housing needs of the population as a whole as well as special housing populations.  The special housing populations are defined as low and moderate-income households, rural households, elderly persons, handicapped persons, homeless persons, and persons with mental illness.  The commission is also responsible for the collection of the data on housing needs, market analysis and trends, and existing policies and programs within the state.

 

The commission is responsible for the preparation of a report to legislative committees based on the information collected.  This report will identify available data on housing, identify housing needs and summarize data gathered. The initial report to the legislative committees is required by November 31, 1987.  The commission's final report is due December 31, 1987 with revisions based on continued analysis and oversight on December 31 of each year thereafter.

 

The commission's continuing role will be to review, study, evaluate, develop and recommend to the legislative committees options in the area of housing it deems in the best interest of the state.

 

The Department of Community Development will provide administrative and clerical assistance to the commission as it carries out its duties.

 

SUBSTITUTE BILL COMPARED TO ORIGINAL:  The name of the Washington State Housing Advisory Committee is changed to the Washington State Housing Advisory Commission.

 

The draft and final reports prepared by the commission, along with annual revisions, will be submitted to the legislative committees.

 

The commission's recommendations on housing and housing-related policies will be made to the legislative committees.

 

The amount appropriated from the general fund to conduct the commission's study of the state's housing needs was decreased.

 

The effective date of the commission's study was changed and an emergency clause was inserted.

 

Appropriation:    $290,000 to the Department of Community Development.

 

Fiscal Note:      Requested February 23, 1987.

 

Effective Date:This act contains an emergency clause and takes effect immediately.
