AS PASSED HOUSE FEBRUARY 18, 1987

BACKGROUND:

In 1985, the printing craft employees at the University of Washington department of printing were exempted by the legislature from the Higher Education Personnel Law.  These exempt employees are not covered by any collective bargaining law.

SUMMARY:

The provisions of the public employees' collective bargaining act are made applicable to the printing craft employees in the department of printing at the University of Washington.

Fiscal Note:    Attached.

House Committee ‑ Testified For: John Bachler, Graphics Communications Union; and Al Brisbois, Washington State Labor Council.

House Committee - Testified Against:     David Williams, University of Washington; and Paul W. Locke.

House Committee - Testimony For:     Until recently the standards for print craft employees in the private sector were applied to University of Washington print craft employees.  Collective bargaining is needed to return the status quo that these employees originally enjoyed.

House Committee - Testimony Against: Collective bargaining is not needed to give the print craft employees equity with the private sector.
