BACKGROUND:

No deductions can be authorized from retirement allowances or benefits under the Washington State Patrol retirement fund, except for payment of premiums due on any group insurance policy or plan issued for the benefit of state employees.

Retired patrol members are prevented from authorizing a deduction from their retirement check for contribution to the Washington State Patrol Memorial Foundation.  The memorial foundation is a charitable entity which exists to provide financial aid to active and retired patrol employees and their families in times of crisis and need.

SUMMARY:

Retired members of the Washington State Patrol are allowed to authorize deductions from their retirement allowances for contributions to the Washington State Patrol Memorial Foundation.

Fiscal Note:      Not Requested.

House Committee ‑ Testified For:    Dr. Robert Hollister, Director, Department of Retirement Systems; Captain Rick Jensen, Washington State Patrol; Trooper Dan Davis, President, Washington State Troopers Association.

House Committee - Testified Against:      None Presented.

House Committee - Testimony For:    Deductions from retirement allowances for the Washington State Patrol Memorial Foundation would be entirely voluntary, and would cause no significant administrative burden to the Department of Retirement Systems.  It is believed that many retired Patrol members would like to contribute to the memorial foundation as a very worthy cause.
