BACKGROUND:

 

There has been considerable growth in the number of bed and breakfast facilities in the state of Washington in recent years, as a component of the growth of the travel and tourist industry in the state.  There is currently no source of data on this industry, its development, or its significance for economic development in the state or on issues regarding the quality of life for state residents or visitors.

 

SUMMARY:

 

The Department of Trade and Economic Development is directed to undertake a study of the bed and breakfast industry in the state.  The study is to encompass the industry, its economic impact on the state, and its impact on the environment of the state.  Study findings shall be reported to the legislature before June 1, 1988.  No appropriation is authorized to fund the study.

 

EFFECT OF SENATE AMENDMENT(S)The Senate Commerce and Labor Committee and House Trade and Economic Development Committee are directed to jointly study the state's bed and breakfast industry.  The original bill directed the Department of Trade and Economic Development to undertake such a study.

House Committee - Testimony For:     The state needs such an assessment. The mode of operation of bed and breakfast operations should be regulated.  There is a limited market for this type of accommodation.  Bed and breakfast operations have helped to make Whidbey Island a destination for tourist stays.  The bed and breakfast industry within the state is far more extensive than originally supposed.  There is a need for more awareness and visibility for the industry.
