BACKGROUND:

 

In order to hunt waterfowl, a person must have a state duck stamp which costs $5, a hunting license which costs $12, and a federal duck stamp which costs $7.50.

 

Federal law requires every migratory waterfowl hunter 16 years of age or older to buy the duck stamp.

 

Effective in the fall of 1986, individuals 17 years old or older were required to obtain a state migratory waterfowl stamp.  The earliest age when state and federal migratory waterfowl stamps are required conflict by one year.

 

SUMMARY:

 

The age when a state migratory waterfowl stamp is required is changed from 17 to 16 to coincide with the age requirements for the federal duck stamp.
