      Senate Staff:Desley Brooks (786-7443); Sam Thompson (786-7754)

                            AS OF FEBRUARY 18, 1988

BACKGROUND:

State law establishes a civil service system of employment for each county sheriff's office.

Several counties have established a county personnel system under their county charters for employees other than classified employees in the sheriff's office.

Legislation enacted in 1980 created positions in the deputy sheriffs' civil service system by incorporating functions from the county personnel systems.  Personnel transfers were to occur before June 30, 1981.  If approved by the Civil Service Commission, transfers could be made without employees meeting open competitive examination requirements.

SUMMARY:

The date is eliminated by which employees in county personnel systems could transfer to classified positions in the deputy sheriffs' civil service system created by the transfer of functions.  Applicants need not meet open competitive examination requirements if the transfers are approved by the civil service commission.
