BACKGROUND:

 

In 1985, the Seattle School District refused to grant bracket promotions and pay increases to two apprentice painters.  The pay increases were required under the applicable apprenticeship standard.  However, the district was not a signatory to the apprenticeship agreement.  The district argued that a state wage freeze prevented the bracket promotions and pay increases.

 

SUMMARY:

 

Any person or entity participating in an apprenticeship program must comply with the apprenticeship standards established by statute or administrative rule.
