BACKGROUND:

 

Despite the vigor of economic development efforts among states during the past decade to deal with the vagaries of international, national, and regional economies, many state programs lack the scale or resources to achieve more than marginal success.

 

SUMMARY:

 

The president and Congress are requested to authorize the establishment of a state economic development block grant program.  The proposed program would provide funding for state initiatives for economic revitalization and sustainable development.
