BACKGROUND:
The major responsibilities of the Secretary of State include supervision of elections, corporation registration, state archives and charitable solicitations. It has been suggested that eliminating this elective office and transferring its functions to an executive agency responsible to the Governor would improve efficiency and make state government more responsible.
SUMMARY:
The Office of the Secretary of State is abolished and its powers and functions are transferred to the Department of Licensing. Specific provisions for transfer include documents and equipment, funds, and classified employees. Rules and all pending business shall be continued in the Department of Licensing.
