BACKGROUND:

The cost of renting mobile home park spaces has risen rapidly in recent years.  Since a high percentage of these spaces are rented by senior citizens who have relatively low and fixed incomes, financial hardship has resulted.

SUMMARY:

A commission on mobile home rental space is created, consisting of four members each from the Senate and the House, two representatives each from cities, counties, the Park Owners Association, and the Tenants Association.

The commission shall recommend ways to increase the supply of rental spaces and to minimize the impact of constant rental increases on tenants.

The commission shall review local government regulation, including land use, for its impact on space availability.

The preliminary report of the commission shall be submitted to the Legislature July 1, 1988, and the final report by July 1, 1989.

EFFECT OF PROPOSED SUBSTITUTE:

Due dates for reports and the expiration date for the commission are moved forward one year.  The appropriation is reduced to $30,000.

Appropriation:    $30,000 is appropriated for the commission from the state general fund.

Appointments by Legislature Required:     Four members of the Senate, two from each caucus, appointed by the President of the Senate, and four members of the House of Representatives, two from each caucus, appointed by the Speaker of the House.
