AS REPORTED BY COMMITTEE ON TRANSPORTATION, FEBRUARY 3, 1987

BACKGROUND:

The Highway Advertising Control Act-Scenic Vistas Act, RCW 47.42, controls the placement of signs in areas adjacent to state highways.  Currently, the statutory definition of "temporary agricultural directional sign" limits the use of these signs to those people who sell only produce that is harvested or produced upon property where the sale is taking place.

SUMMARY:

The restriction that the agricultural products must be harvested or produced on the land on which the advertised sale is taking place is removed.

EFFECT OF PROPOSED SUBSTITUTE:

The restriction on agricultural products is removed.  Language is added to specify that the height restriction for on-premise signs does not apply when the on-premise sign is not visible from the highway.

Fiscal Note:      none requested
