BACKGROUND:
A recent statewide survey of school districts indicates significant school district interest in having student teachers placed throughout the state. A pilot program could help to identify models to more effectively distribute student teacher placements statewide and help to strengthen the student teaching component of teacher preparation programs.
SUMMARY:
The State Board of Education is directed to establish the requirements for a two-year, grant-based pilot program to support innovative ways to expand student teaching opportunities throughout the state and the Board is granted necessary rule-making authority.
The Superintendent of Public Instruction is authorized to award the grant funds. Grant applications must be jointly developed and include participation by school building and school district personnel, teacher preparation program personnel, program unit members, and others as appropriate.
Grant applications must also include provisions to provide appropriate necessary training for cooperating teachers and, as needed, other school building or school district personnel, and field-based supervisors of student teachers.
Any compensation provided to a certificated school district employee who participates in the pilot program shall not be considered compensation for purposes of the state salary lid compliance statute.
Grant requestors are encouraged to consider suggested models. The State Board is required to assure that if no more than one grant application is approved, such proposal must include participation by an educational service district. The State Board is also directed to give priority consideration to approving projects involving community colleges and projects which encourage the cooperation of two or more higher education institutions.
The State Board of Education is required to give priority consideration to approving grant applications designed to involve unserved or underserved school districts, and assure to the extent possible that the funded grant projects reflect a geographic sampling of the state.
The pilot program shall expire January 1, 1990, and the State Board must evaluate the projects and submit a report to the Legislature by January 1, 1990.
