BACKGROUND:

 

The Utilities and Transportation Commission (UTC) sets the rates charged by utilities after reviewing rate proposals by the regulated utilities.  In many UTC proceedings, the Attorney General's Office of Public Counsel intervenes to advocate on behalf of the public.  Some ratepayers believe a need exists for representation of additional viewpoints.

 

SUMMARY:

 

A utility intervention program is established to award grants of up to $20,000 per case to enable nonprofit organizations representing residential or small business ratepayers to participate in UTC proceedings.  The program is funded through an allocation from the public service fund of up to $500,000 a biennium.

 

Appropriation:    Up to $500,000 a biennium from the public service revolving fund.
