BACKGROUND:

 

DSHS officials testified that child protective workers were confused about the legislative intent as to service priorities during committee hearings that were held to review circumstances in which a young child was killed.  The agency requested clarification regarding the dual duties to protect the child and to preserve the intact nature of the family.

 

SUMMARY:

 

A family should remain intact unless a child's minimal right to condition of nurture and safety are jeopardized.  The interests of a family member at risk should not be compromised in the interest of family unity.
