BACKGROUND:

This bill is the result of a recommendation from the Joint Select Committee on Disability Employment and Economic Participation.  The state currently has no coordinated system for meeting the training and placement needs of persons of disability.  Both persons of disability and employers have reported confusion about the variety of employment and training services available to persons of disability.  Employers, agencies, and representatives of the disability community have suggested the creation of an institutionalized means of meeting their respective needs in the training, employment, and economic participation of persons of disability.

SUMMARY:

The Washington Disability Training and Placement Coordinating Council is created to develop and implement a comprehensive plan to ensure access to and coordination in delivery of services for persons of disability and prospective employers.  Local committees are created to assist the council in its planning and coordination functions.  The council is responsible for operating a phone service to respond to information requests about relevant state services.  The council will publish a monthly newsletter and will evaluate job service listings by state agencies.

EFFECT OF PROPOSED SUBSTITUTE:

The Coordinating Council is replaced with:  (1) an information clearing house established in the Employment Security Department; and (2) an interagency task force on disability training and placement.
