BACKGROUND:

 

In 1983, the Legislature established the Office of Minority and Women's Business Enterprises (MWBE) to increase participation by minority and women-owned businesses in contracting of services for state agencies and educational institutions.  MWBE certifies qualified businesses and sets goals of participation for state agencies and educational institutions. 

 

The Joint Select Committee on Disability Employment and Economic Participation (JSCDEEP) held hearings with state agencies that administer disability programs and with members of the business community.  The expansion of MWBE activities to include persons of disability is a JSCDEEP recommendation.

 

SUMMARY:

 

A definition of "minority" is added to the law establishing the Office of Minority and Women's Business Enterprises.  Minority is defined as "persons of black, Hispanic, Asian or native American origin as well as persons of disability."
