BACKGROUND:

 

All employers in an individual's base year are charged for the unemployment compensation benefits paid to that individual.  If an individual worked two part time jobs simultaneously and was laid off from one job, the other employer would also be charged even if the individual continued working for that employer.

 

SUMMARY:

 

An employer is not charged if the employer continues to employ the claimant for the same number of hours that the individual worked for that employer during the base year.

 

 

EFFECT OF PROPOSED SUBSTITUTE:

 

The noncharged benefits or payments in lieu of contributions are pooled.
