      Senate Hearing Date(s):February 19, 1987

      Senate Staff:Vic Moon (786-7469)

                            AS OF FEBRUARY 12, 1987

BACKGROUND:

Existing provisions of the state land exchange statutes limit the Department of Natural Resources' ability to exchange land.  Acquisition of urban lands through exchange which would be part of the Department's commercial leasing program is restricted.  Only parcels adjacent to existing lands can be currently acquired through exchange.

SUMMARY:

The Department of Natural Resources with approval of the Board of Natural Resources may exchange any state land and any timber on such land for land of equal value in order to (1) facilitate the marketing of forest products; (2) consolidate and block up state lands; (3) acquire lands having commercial recreational leasing potential; (4) acquire county owned lands; (5) acquire urban property which has greater income potential or which could be more easily managed by the Department in exchange for state urban lands; (6) acquire any other lands when such exchange is determined by the Board to be in the best interest of the trusts.
