BACKGROUND:

When the federal government lowered the maximum speed limit, it was for energy conservation purposes, rather than highway safety concerns.  The multi-lane state highways of Washington State have been designed to accommodate vehicle speeds of 70 miles per hour and above.

Currently, the Secretary has the authority to lower speed limits based upon traffic safety concerns or the conservation of energy resources.

SUMMARY:

If the national speed limit is raised by congressional action, the Secretary of the Department of Transportation has ninety days to determine whether the state speed limit should be kept at a lower speed rate, due to the conservation of energy resources.
