BACKGROUND:
Washington currently does not regulate private detectives and detective agencies. The licensing requirements of local jurisdictions often conflict. State regulation would protect Washington citizens and eliminate the expense of multiple regulatory authorities.
SUMMARY:
Private detectives and detective agencies are required to obtain licenses. A board of registration and control of private detectives is established which licenses, examines and sets license fees for detectives and detective agencies. Agencies in operation for 18 months before applying for a license must pay fees but are excused from other formal license prerequisites. Surety bonds of $5,000 are required of all detective agencies.

EFFECT OF PROPOSED SUBSTITUTE:
The Director of the Department of Licensing replaces the Board in regulating and licensing detectives. An Advisory Board is created.
