BACKGROUND:
The state's Energy Code requires minimum levels of insulation in new residential and non-residential buildings. Improper installation of insulation may result in decreased effectiveness of the insulation.
Currently, insulation installation inspectors for cities, towns and counties are not certified by the state.
SUMMARY:
Cities, towns and counties enforcing the State Energy Code shall require inspection of all installed insulation products. The inspection shall be conducted by an inspector certified by the Department of Licensing. Certification requires prior paid employment in the construction or insulation industries and passing an exam administered by the Department.
The State Building Code Council may adopt guidelines for the installation of all insulation products and may implement a program to certify persons to inspect the installation of insulation products.
EFFECT OF PROPOSED SUBSTITUTE:
The Department of Labor and Industries shall certify inspectors of installed insulation.
The State Building Code Council shall adopt guidelines regarding the installation of insulation products.
Language is deleted which allows the State Building Code Council to certify inspectors of installed insulation.
