                            AS OF JANUARY 26, 1988

BACKGROUND:

State law governs certain traffic activities including vehicle parking.  Persons are prohibited from parking or standing a vehicle, except to momentarily pick up or discharge passengers within twenty feet of a crosswalk, within fifteen feet of a firehydrant, or where an official sign prohibits parking.

Many rural and suburban mail routes are served by postal vehicles which allow the postal worker to deposit mail into mail boxes while remaining seated in the vehicle.  These mail boxes are generally located adjacent to the roadway.  When parked vehicles block vehicle access to the mail boxes, postal service policy leaves it to the discretion of the mail carrier as to whether the mail should be dropped.

SUMMARY:

Standing or parking a vehicle, except to momentarily pick up or discharge passengers, is prohibited within twenty feet of a roadside mailbox.
