BACKGROUND:

 

Lobbyists must disclose any agreements, arrangements or understandings made with employers which specify that the lobbyist's compensation, or any portion of it, is contingent upon successfully influencing legislation.  Concern exists that such agreements, arrangements and understandings create an incentive for the lobbyists which is not in accordance with public policy.

 

SUMMARY:

 

Lobbyists are prohibited from entering into agreements, arrangements or understandings which specify that the lobbyist's compensation, or a portion of it, is contingent upon his or her success at influencing legislation.
